The Volta regional branch of the Civil and Local Government Staff Association, Ghana is accusing its national executives of perpetuating an illegality with the appointment of two officers to a non-existing Oti Region branch and the announcement of a transfer of two elected officers of the Volta Region without any recourse to the association’s constitution.
Speaking at a press conference in Ho on Tuesday June 9, 2020, Regional Organiser, Richard Kumedzro said on January 6, 2020, the Executive Council illegality created an Oti Region, declared vacancies in Volta and Oti Regions and subsequently filled the so-called vacancies by appointing Mr. Daniel Danso and Mrs. Sophia Amevavi Lumor as acting regional chairman and treasurer, replacing Mr. Innocent Komla Agbolosu and Mr. Franklin Komla Atubrah as elected chairman and treasurer respectively. An action the regional branch is describing as rule of men as opposed to the rule of law which provided for the replacement of officers under Article 12(3) (c) of the CLOGSAG constitution which states that “vacancies only exist in three exhaustive situations, namely; transfer, resignation or death of an officer”
According to the regional body, whilst the National President, Dr. Evans Agbeme Dzikum, the Executive Secretary, Mr. Isaac Bampoe Addo and Execo have refused to acknowledge and respond to their petitions, the national body has cut off mandatory funding for the operations of the regional branch.
” The National Executive Committee of CLOGSAG, chaired by the National President has refused to release mandatory administrative quarterly allocation to the Volta Regional Secretariat of CLOGSAG for the smooth running of the association in the region when the other [old] nine remaining regions have all received their allocations in March, 2020.
Embattled Regional Chairman, Innocent Agbolosu explained that whilst the constitution may not have a clear cut article to fill vacancies after the creation of regions by Government, it is just fair that CLOGSAG follow the universally accepted procedures adopted by political parties and other reputable organisations in Ghana to have regional officers in the newly created regions as it works on its constitution.
He also revealed that, whilst holding themselves up as acting regional chairman and treasurer, Daniel Danso and Sophia Amegavi Lumor cunningly tried to open a bank account in the name of the association at the National Investment Bank but were unsuccessful in the process.
CLOGSAG Volta has therefore also issued a two week ultimatum to the National President and Executive Secretary to resolve pending issues so as to avoid them being compelled to lay down their tools in protest against injustice and unconstitutional action towards Volta Executives.
Meanwhile when reached on phone, the Executive Secretary, Isaac Bampoe said he does not know any CLOGSAG Volta executive as Innocent Agbolosu and that any correspondence or matters from a press conference should be channeled through one Xornam at the regional Secretariat.
National President, Dr. Evans Dzikum on the other declined comment when reached on phone to speak on the development.
